The Mongolian Government submitted the draft law on the “Regionalization of Administrative Institutions” as an urgent matter for discussion to the Parliament on January 5, 2024. As the draft law is deemed an urgent matter to be discussed no research has been conducted to investigate the requirements and legitimacy of the draft law in advance, as well as an evaluation of the effects and cost calculations.
The draft law includes the following contents:
- In accordance with the concept of regional development of Mongolia, considering the issues, functions, services, and scope of activities of government institutions, measures are to be taken to relocate them from the capital city of Ulaanbaatar in subsequent stages,
- Investigate the issue of administrative support and social security for government employees who shall be transferred from Ulaanbaatar to operate in the local areas, take appropriate measures, and, if necessary, develop and resolve proposals for amendments to the relevant laws in those regions,
- Entrustment, and instructions of the Government of Mongolia to take relevant measures to consider the sources of funding required for the regional relocation of government organizations and employees in the local budget and budget of the year.
The draft law will be discussed by the Parliament this week, and if approved, the government shall be required formulate projects on the distribution of government institutions in local areas and issue resolutions accordingly.
